I just started using Tagtime today to track my time, and I’ve noticed it polled me a lot more frequently than every 45 minutes - 24 times in the last 12 hours - is that something that just evens out over time?

Confirmed that on the universal ping schedule there happened to be 24 pings in the 12 hours before your message! In the 24 hours before your message there were 32 pings, which by perhaps even weirder coincidence averages out to exactly 45 minutes per ping. 
Longer term, for the last ~1000 pings the average gap is just under 46 minutes.
In short, yes, evens out to 45 minutes over time.
