Hmm. That doesn’t sound legally enforceable but beeminder probably doesn’t want to risk it going up against a huge corporation. 
What about a discount for stripe? Since beeminder also accepts other forms of payment besides stripe and paypal (see Prepaid account - #6 by dreev ) just discounting stripe doesn’t specifically penalize paypal.
