I have the goal set to keep my emails to under 30. Can someone explain what the goal value of 15 means? Thx!

That does look like the target is to get to 15 or fewer, not 30 or fewer. If the goal is new (less than a week old), your best bet is probably to delete it and try to recreate that - if you have the same problem again, contact support at beeminder dot com, letting them know the goal name, as from there they can see the log files and see what might have happened.
