Backburner goals don't get emergency day notifications on Android?

Hi folks!

I have a backburner goal in an emergency day today and it does not appear to be making a notification on the Android app, but emengency day notifications appear to work for frontburners.

Is this intentional?

It might’ve been intentional (cc’ing @saranli to confirm) but the whole frontburner/backburner thing needs to die in favor of this:
